The Acropolis sells entry by time slot, which has flattened the worst of the scrum at the Propylaea without removing it. Cruise excursions from Piraeus and the big coach tours converge on the hill between about 09:00 and noon, and in summer that is also when the marble starts to reflect the heat.
July and August are both the hottest and the busiest months, and heat-related closures are announced by the Ministry of Culture. November to February is the genuine off-season: cool, often clear, and the one time you can stand in front of the Parthenon with room around you.
